BACKGROUND OF THE STUDY 1.0 Introduction The construction sector is one of the main growth drivers of the national economy in Malaysia. Its cyclical growth is a barometric reflection of the economic climate, experiencing accelerated expansion when the economy is booming and a sharp decline when the economic system is bearish. Normally, the production of construction products is a risky, complex and time-consuming operation. The complete development of a construction project normally consists of several phases involving a wide range of specialized services (Abdul Rahim, n.d.). The development of personnel safety in the construction environment is considered an important factor for personnel peace of mind and must be respected exactly in accordance with safety regulations. Despite automation, construction is still based on a highly labor-intensive activity, while working environments change frequently and include different subjects. Construction workers are one of the most vulnerable individuals on a project and face a wide range of risks during their work (Aref, 2012). Abu Hassan (2008) stated in his report, although the construction sector plays a significant role in contributing to the economic functioning of the rural area, its contribution to workplace accidents is equally strong. It still clings to its infamous position as being responsible for more workplace accidents, injuries and deaths than other manufacturers. Abu Hassan also said that the death rate in the construction industry in Malaysia was more than three times higher than that of other workplaces, it was 3.3% in the construction industry compared to 1.1% in other places of work according to the SOCSO report.
