The emphasis of the theory is on the role that existing social norms and structures play on the people who operate within them, this refers to aspects such as: poverty, residential mobility, Ethnic heterogeneity and what connections people have in their community that determine the ability they have to strengthen their position in the community. These factors may influence the likelihood that people in these communities will commit crimes due to their inability to access the opportunities others have around them.
