Administrator responses focused on two specific barriers. The first barrier identified was educational barriers which included parents' low academic achievement, lack of understanding of educational goals, visible educational gaps between parents, and feelings of inadequacy towards school in general. Mr. DM, the high school principal, said, “Part of the barriers in the district are educational gaps. Parents with lower levels of education are reluctant to get involved in their children's school and education.” Administrators consistently responded that the district has a high percentage of parents with low levels of education and serious educational gaps.
