It is the duty of the CPS to protect the child from harm and the duty of the caregiver to report harm (Martin, 2010). While it appears that Martin (2010) believes that substandard care in a child's home is linked to community and poverty. I feel like they play a role in sexual abuse, but it's not the whole picture. There are some underlying mental issues that cause an adult to want to hurt a child. I will also say that perhaps some abuse in the abuser's life created this problem. I think that whatever the underlying cause, children's vulnerability contributes to this type of abuse. The quiet and fearful child, in my opinion, can be easily manipulated
