The first step was to adapt US clean air standards. This has become necessary as some countries have not established clear aviation safety standards. Records show that six hundred factory audits were conducted over a two-year period starting in 2002. The audits focused on verifying factories' compliance with safety, health and other standards set out in the code of conduct. Factories with issues were subject to multiple audits to ensure their compliance. The approach of conducting audits instead of simply monitoring meant that the root causes of the problems were established and Nike was able to develop strategies to address the problem.
