This is because “democratic governance is based on the sacredness of the norms and values that regulate the conduct of men” (Ajayi, 2006:55). In this regard, governance is therefore considered good when it is managed according to the prescribed rules, principles, norms and values of a society (Ihionkhan and Okpamen, 2007). According to the UN (2007), “good governance promotes human rights in several ways. Encourages public participation in government, including in the legislative and political process, and accountability of elected and appointed officials.” However, Obianyo (2008) notes that democratic governance as a precursor to good governance cannot be sustained in a society where people remain completely excluded from government decision-making. Therefore, citizen participation in government affairs is a key to the realization of good governance in a country. Furthermore, research has shown that the platform and importance of e-government cannot be underestimated for the realization, growth and development of good governance in societies (Kim et al, 2009; Amman et al, 2013; Ali and Mujahid, 2015).
