He believes that Americans do not they should be afraid to form their own opinion because the real ideas could come from there. To me it basically means that the government controls what the editors write. Hay also states that “the sedition bill, which is an act of legislative control, it is a limitation of his freedom and is expressly prohibited by the constitution.” Hay implies that the sedition bill takes away everyone's freedom and is unconstitutional under the constitution. The government wants the American people to express their thoughts on how the government is being mismanaged; instead they must remain silent, so as not to suffer denunciations or imprisonment. It must have been difficult for Americans to openly express how badly the government is behaving, because if they express their opinion or make a false statement, they will face the consequences of prison and a death sentence.
