IntroductionThe call for a new educational paradigm organized around the principles of educating students in global citizenship and equipping them with the skills to adapt to a sea of global change has led to the rapid growth of International Baccalaureate Organization (IBO). The success of IBOs as a key global player in international education has subsequently given rise to a number of challenges, dilemmas and strategic imperatives. One of the organization's most pressing strategic challenges is opening access to its programs to those who are disadvantaged due to economic or geographic disparities. The rapid expansion of IBOs and the development of a near-monopolistic brand in recent decades has attracted some criticism for its ad hoc expansion. , maintenance of Western ideals and a tendency to appeal exclusively to the socioeconomic elite. In a review of its expansionary policy in 2004, the IB reoriented its growth strategy towards a “focus on growth and access”; intentionally increase access to “disadvantaged students” in areas where the greatest impact could be made. The drive to “increase opportunities for more students to experience and benefit from an IB education regardless of personal circumstances” (“Mission and Strategy,” 2004). It connects to the ideals expressed by the original vision of the founders in the 1960s. This essay will examine these challenges associated with IBO's efforts to expand into a global market, where its brand is often synonymous with the mobile elite, and at the same time stay true to its strategic vision of providing greater access to those disadvantaged by geographic and financial circumstances.
