ASSIGNMENT 2 WARNOCK REPORT QUESTION: HOW HAS THE WARNOCK COMMISSION REPORT CONTRIBUTED TO OR INFLUENCED SPECIAL EDUCATION In the past, throughout the world, the education of children with disabilities has not been considered seriously and no one bothered to see if they needed education, because even the same parents who had them, kept them secret because they were considered a curse for the family or for society. Therefore, the Warnock Report, named after Mary Warnock, deemed her to carry out research and assessment of children's needs thus forming a commission which eliminated categorization and examination of needs and also strengthened the education system in 1978. He further considered how teaching and learning could best be achieved wherever there are children who have particular difficulties and how to overcome those difficulties. It is with this respect that the article attempts to uncover the ways in which the Warnock Commission Report (1978) contributed to or influenced special education. Under the Education Act 1944 children with special educational needs were defined in medical terms and classified according to their disabilities. Many of these children were considered “uneducated” and labeled “misadjusted” or “educationally subnormal,” and received “special educational treatment” in special schools or institutions. In these special schools (institutions), children's rights were not considered, as children were socially alienated from their family and the society in which they lived.
