Write Mills' essay, “The Sociological Imagination,” in which he discusses poverty extensively. “When, in a city of 1,000,000 people, only one is unemployed, that is his personal problem, and to find relief we look appropriately at the character of the individual, his abilities and his immediate opportunities. But when in a nation of 50,000,000 employees, 15,000,000 people are unemployed, that is a problem, and we may not hope to find its solution within the range of opportunities open to each individual. The very structure of opportunity has collapsed." -C. Mills writes (Mills, 1959). For structural functionalist theory to work, a theory that sees society as a very complex system in which all parts must function properly and together, this is unacceptable. Having such a large part of the population unemployed, the parties cannot function properly. Mainly because there are too many of one side and not enough of the others. Furthermore, if the country has aid programs for the unemployed and people in difficulty, it is impossible to explain such a massive amount of poverty. There is no way a country's government can fully support so many citizens. Herbert J. Gans is right that society relies on the presence of some poor people, but when all, or most, become poor, a serious problem occurs.
