In this example, the designer applies a textured background along with rectangular shapes with a "blocking" technique to ensure the necessary information is easier for the viewer to read. Incorporating texture into the background of this design adds depth and interest to the composition. While I don't particularly like this flyer and don't think it's a good design, the method of using shapes to break up the texture of the background is effective in conveying the necessary information.
