It failed, because it did not give enough power to Congress and the national government. He also didn't allow Congress to tax, so the government started printing money, which caused a severe case of inflation. The list goes on, proving that the AOC was ineffective, which is why the United States quickly realized that the articles didn't work, and so the constitutional convention was held, where the articles were abandoned. In the Articles of Confederation, Congress could require states to pay taxes, but in the Constitution, Congress can impose taxes on individuals. Also, there was nothing in the AOC that regulated interstate commerce, but there was regulation of commerce in the Constitution. They were obviously very different, which may have been why the AOC and the Constitution failed
