She said the way a case starts is for someone to call and file a complaint about an issue. First, the complaint will be examined. If they think it is not an emergency, they will investigate the matter for 10 days. This is done by visiting the child's school and questioning staff about the child's well-being. They also talk to other people who may know something about the child, such as neighbors or family members. Subsequently, if any mistreatment is suspected, they will follow up the case more thoroughly. Dowling said one of her current cases involves a mother who has domestic violence issues with her husband. The couple has a daughter and a boy aged 7 and 8 and the couple argued in front of their children. The complaint was reported by the school the children attended. She said they provided help to the mother, through domestic violence resources. Likewise, she offers help to her father, but he never follows her through successfully. The father moved away from home, since then the children are much better and improving
