An NGO is usually made up mainly of volunteers, who work because they want to help ordinary people like them. Even if an NGO is independent, it is transparent, meaning governments can see what they are doing. The reason why this needs to be done is because NGOs risk putting all the money they get into their own pockets instead of helping people. NGOs are totally neutral, which means they are never on one side or the other. The reason why this was necessary is because, for example, in a war, if one side suspects that the NGO is working with the other side, they would not let it enter their borders.
